A. METROGOV project

Metropolitan governance in Spain: institutional building and models (METROGOV). I have been the IP of this project, funded by the Spanish Ministry of Science (PID2019-106931GA-I00), from 2020 to 2023.

In Spain, and contrary to the current trends in Europe, the metropolitan areas have no political recognition, except from the case of Barcelona. This project wants to answer two main questions. How are Spanish metropolitan areas governed? Why does Spain represent an anomaly in Europe?

A. METROGOV project

To do so, we have characterised the instruments of metropolitan governance, ranging from
hard models (metropolitan governments) to soft models (voluntary cooperation), with
intermediate models.

We analyse what topics they deal with, whether they have a comprehensive vision and what their territorial distribution is. METROGOV project has developed, for the first time, a database (published in Open Access) that includes the different formulas of metropolitan cooperation.

A. METROGOV project

In order to understand the reasons, we have selected six case studies, considering the diversity of governance formulas: Madrid, Barcelona, Valencia, Seville, Bilbao and Vigo, which we have analysed in depth.

We have carried out more than seventy semi-structured interviews with political leaders of regional governments and senior officials, political leaders of local governments and positions of trust, technicians from metropolitan entities and representatives of civil society (non-profit associations of various types, chambers of commerce, etc.).
